A friendly response is not enough

I strongly agree with Ana Pastor's article in reaction to Rajoy's letter rejecting Barcelona's proposed agreement with Athens to take in refugees. I appreciate the friendly tone of the letter but I am unable to understand its negative response. The future - and the present - will not judge us by our tone or institutional friendliness but rather by whether or not we were capable of facing up to a humanitarian emergency and whether we really did everything that was in our hands. We are not giving up in Barcelona: we shall continue our work to spread solidarity among cities, to implement decent policies and to meet our legal obligations with regard to human rights.
