Barcelona’s Digital Government: Open, Agile and Participatory

The Technology and Digital Innovation Commissioner, Francesca Bria, has presented to the Economy and Treasury Commission the Government Measure towards an Open Digitalization: Free Programming and Flexible Development of Services in the Administration, that foresees the progressive migration of the digital services towards an open source code.

This measure is based on the Barcelona Digital City Plan and the new Spanish law 39/2015 of Common Administrative Procedure of the Public Administrations, which estates that in 2020 the digital channels must be imperative when providing public services. This plan also takes into account the current European guidelines, as can be the European Union Action Plan of Electronic Administration 2016-2020 and the new European General Data Protection Regulations (GDPR), which must be applied to every Public Administration from March 2018 on.

The Government Measure includes the Digital Transformation Plan which considers the provision of flexible, open and ethical digital services to the citizens through twenty emblematic projects. Among them we can mention the new citizen support portal, new municipal services on the mobile phone, the citizen engagement and digital democracy portal Decidim.barcelona, the events and municipal equipments calendar or the new incidents and complaints service on the streets.

The Plan’s main aim is to transform the Ajuntament de Barcelona into a leading administration when prioritizing the digital channels to provide the citizens with services. It must be capable of developing – in a nimbly way – the digital services focused on the citizens real needs, using free programming and open standards to guarantee the towns’s technological autonomy, increasing its efficiency and savings and reducing its costs.

In this sense, the Ajuntament de Barcelona claims that – during the remainder of its mandate – the 70% of the municipal investment in the development of the new software will be made in open source code. This will favor the selection of small and medium-sized suppliers and the elimination of costs regarding the licenses for use of the big technological suppliers.

The Plan also pretends to make the Public Administration data available for the citizens so that they can reuse it and get more value from it. The city data opening will be hand in hand with the guarantee of citizen basic rights regarding their right to the privacy and confidentiality of data and the new European data protection regulatory compliance.

The Digital Transformation Plan of Ajuntament de Barcelona has a budget of 72.000.000€ and 31.750.000€ intended for the emblematic projects which will be developed in the Open Digitalization Programme: Free Programming and Flexible Development of Services in the Public Administration. These projects will be carried out following flexible methods, they will incorporate free and open source code programming or new practices regarding the use of data.
