New call for renovation grant applications 2017

Renovation grants Barcelona City Council's new call for grant applications opens on 30 March to guarantee access to decent housing in the city of Barcelona.

 

This year, Barcelona City Council will allocate some 46.6 million euros to grants for housing renovation projects, with the aim of guaranteeing decent housing for all citizens. Applications for the new line of subsidies, which prioritises energy saving measures and works to improve the interior of flats, can be submitted from 30 March to 31 December 2017.

The grants serve to improve the accessibility and habitability of homes. Among the improvement areas included are actions to improve the thermal and acoustic insulation of flats, ensuring that they have suitable installations, free of contaminating materials.

The 2017 restoration grants come under the municipal government’s restoration policies, defined in the Right to Housing plan 2016-2025, which seek to increase the number of homes available to rent in the city and which include social scales in the grant and subsidy applications for work inside flats.

The first call for grant applications has been approved by the Barcelona Housing Consortium and has a budget of 12 million euros. Over the coming months, new calls for grant applications will be launched for vulnerable buildings and for urban regeneration projects.

Renovation work inside flats

The grants for works are intended for homes that are used as a habitual residence and which are occupied. These subsidies enable improvements to be made to accessibility, acoustic insulation and the quality and comfort of interior air, as well as other measures to remove materials that are hazardous to health.

In the case of empty apartments, owners will only be eligible for grants if, on completion of the reforms, the property is included in Barcelona’s social rented housing pool. People who own flats included in the pool are eligible to receive up to 20,000 euros as a direct subsidy to carry out reforms and improvements.

Owners of rented apartments who wish to receive these grants are obliged to keep their tenants under the same conditions.

 

Energy efficiency and structural renovation

Measures to promote energy efficiency take precedence: this year’s call for applications includes the requirement to incorporate energy saving measures into any housing renovation plans that receive subsidies. In this regard, the aim is to achieve energy self-sufficiency by reducing the energy consumption of buildings, addressing situations of housing poverty and reducing energy dependency.

All work carried out to improve the energy behaviour of the shell of the building will receive a 50% subsidy, up to a maximum of 60,000 euros, for interventions that cover the whole building, and of 35%, up to a maximum of 30,000 euros, for partial interventions.

In the case of structural alterations, any work that remedies the structural pathologies of residential buildings will receive a subsidy covering 50% of the cost of the work-. The call also includes grants for work- to improve façades, remove architectural barriers or to install lifts.

 

Grants with a social scale

The 2017 restoration grants maintain the social scales that favour access to low income families so they can improve the habitability of their homes.

Also, a programme of grants for specific urban areas will continue to be offered. Specifically, the percentage of the subsidy can be increased for the following areas, considered to be of special interest:

  • Turó de la Peira
  • Canyelles, Sud-Oest del Besòs and Baró de Viver
  • Can Clos
  • Ciutat Meridiana
  • Ciutat Vella (estates included in the Pla Dintres and Restoration and Conservation Area of Sant Ramon i Robador)
  • Illa Eficient (the streets Viladomat-Gran Via de les Corts Catalanes-Calàbria-Diputació)

 

In 2016, renovation grants were awarded to some 12.337 families in 790 buildings, which meant a private investment of 72 million euros and public financing of 25.4 million euros.
