Although, the public perception regarding both the evolution, and in relation to the comparison with the rest of Europe, remains very negative. The efr 2018 index exceeds by more than 5 points the initial value in 2008, to which an output value of 100 basis points was assigned. The barometer of the conciliation - efr index in its 2018 edition, and which evaluates the evolution in the period between 2015 and 2017, shows an advance of 3.2 points compared to the previous edition (2008 - 2015). The Orientation Guide for more productive and healthy schedules is a measure of the Barcelona Time Pact, presented on June 18, 2018 and constitutes a key tool for supporting the advice to organizations on the subject of time reform. The Pact of Time is a municipal initiative that seeks the commitment of citizens and the City Council to promote actions in the field of time uses that contribute to the reduction of social inequalities, improving the quality of life and promoting of a plural economy at the service of people. Research on tasks that do not have an immediate monetary counterpart was decisively supported in 1995 at the United Nations World Conference on Women held in Beijing, which approved the proposal for the expansion of accounting systems national with a satellite account of unpaid work. The II Equality of Opportunities Plan between men and women 2015-2019 of the Barcelona City Council, approved by agreement of the Plenary on March 27, 2016, includes an analysis to establish the wage gap. The measures proposed are consistent with the results of the study of the wage gap, although it must be indicated that this measure is relative, since the remuneration of men and women is compared in a temporary moment and in certain circumstances. The breach report responds to remuneration and distribution of employment data for the year 2017. The study therefore does not incorporate the remuneration changes that have been applied subsequently, such as those indicated below .

Results of the analysis of the plan establish objectives, one of which is to guarantee gender equity in the remuneration of municipal workers, which is specified in a specific previous objective that consists of "analyzing the causes of the wage gap by gender ratio the groups that have a wage gap higher than 4% ". The data obtained in this study will allow us to explore the possible wage gap in the Barcelona City Council by the Equality Commission, and as a result of this exploration, the corresponding corrective measures can be proposed.
