The diagnosis stage, which continued up to June 2016, was aimed at detecting the challenges arising from tourist activities through several forums and participation roundtables, such as the discussions on the Municipal Action Plan (PAM), municipal technical roundtables and working groups on specific themes.

The proposals stage, which was carried out from June to December 2016, was used for defining the strategic goals of municipal policies, discussing and debating the proposals collected on tourism and drafting an action framework as a guide for the municipal government.

The Office of Strategic Planning is responsible, together with the Department of Tourism at Barcelona City Council, for boosting the implementation of measures derived from the various action lines. It sets out an annual action plan detailing the players involved and each programme's schedule, for the purposes of consolidating the strategic goals established under PET20.

The aim is to have a document approved at the start of 2017.
