There are tools available that can detect how accessible a particular web page is. The tools listed below are all free.

Web accessibility tool bar for Internet Explorer

Web Developer Toolbar for Mozilla Firefox
An add-on for the Mozilla Firefox browser that enables a web page to be developed and assessed
Contrast analyser
An application that displays both the hexadecimal codes for the two colours selected on the screen and the contrast ratio between these two colours, and indicates if the contrast is sufficient or not according to WCAG 2.0 guidelines. http://www.paciellogroup.com/resources/contrastAnalyser
