Make cities inclusive, safe, resilient and sustainable

Icon of the Sustainable Development Goal 11 of the 2030 Agenda

SDG 11 focuses on access to housing and on the factors that make up quality of life in the city: the services and public spaces. These must be affordable, high-quality and well-distributed across the city, to ensure territorial equality. One of the key city services is public transportation, which is vital for transforming mobility into a model that is safer and more inclusive, and has less environmental impact.

Beyond daily life, cities must plan their development in a sustainable and participatory way, while also ensuring that their cultural and natural heritage is protected. In addition, they must ensure metropolitan and territorial integration and prepare comprehensive, resilient solutions for the risks stemming from climate change and other possible disasters.

11.1 By 2030, ensure access for all to adequate, safe, affordable housing and basic services, and upgrade slums

11.2 By 2030, provide access to safe, affordable, accessible and sustainable transport systems for all and improve road safety, in particular by expanding public transport, paying special attention to the needs of those in vulnerable situations, women, children, persons with disabilities and older people

11.3 By 2030, increase inclusive and sustainable urbanisation and the capacity for integrated and sustainable participatory planning and management of human settlements in all countries

11.4 Redouble efforts to protect and safeguard the world’s cultural and natural heritage

11.5 By 2030, significantly reduce the number of deaths and people affected and substantially reduce the direct economic losses relative to global gross domestic product caused by disasters, including water-related disasters, with a particular focus on protecting the poor and those in vulnerable situations

11.6 By 2030, reduce the adverse per capita environmental impact of cities, including by paying special attention to air quality and municipal and other waste management

11.7 By 2030, provide universal access to safe, inclusive and accessible green and public spaces, in particular for women and children, older people and persons with disabilities

11.a Support positive economic, social and environmental links between urban, peri-urban and rural areas by strengthening regional and national development planning

11.b By 2020, substantially increase the number of cities and human settlements adopting and implementing integrated policies and plans for inclusion, resource efficiency, mitigation and adaptation to climate change, resilience to disasters, and develop and implement, in line with the 2015-2030 Sendai Framework for Disaster Risk Reduction, holistic disaster risk management at all levels

11.c Support least developed countries, including through financial and technical assistance, in building sustainable and resilient buildings using local materials
