City Council. As from Monday,25 May, work will be done to guarantee safe mobility, adapt cleaning and waste collection services, re-open cemeteries and offer municipal services face-to-face.

As from Monday, 25 May, new activities allowed include gatherings of up to ten people in private homes, on terraces or in the street, providing face masks are worn and the two-metre distancing rule can be guaranteed. Some 5,500 bar and restaurant terraces in the city will also be able to open, maintaining social distancing and the distribution of the various uses of public streets. The increased activity in the city means a series of measures and services will also be adopted on safe mobility, cleaning and waste collection, with cemeteries to re-open and face-to-face municipal services to resume.

The move onto stage 1 of the lockdown exit process on Monday, 25 May, is possible thanks to the drop in infection figures for Covid-19. During this stage, most measures established so far remain in place, such as time slots by age and the opening of commercial establishments of up to 400 square metres, but with some important changes and some new activities allowed:

  • Going out to walk, individually or in a group of up to 10 people, whether fellow householders or not and without the limit of one adult for every three minors, during the established time periods.
  • Doing exercise alone or as a group, up to a maximum of 10 people, providing it is outdoors, following the regulations and during the established time periods.
  • Group meetings with between friends or family of up to 10 people, within the same healthcare region and in homes or on terraces, with face masks to be used.
  • Terraces, up to 50% of capacity and keeping a distance of two metres between tables.

An agreement has also been reached to re-open beach bars with distancing measures, as well as the return of 75% of municipal taxes for the 2020 season. Beach bars can have up to 30 tables (with plant tubs and screens to distribute them), guaranteeing the established distancing measures.

With activity set to increase, municipal services are being adapted to be able to guarantee people’s safety.

Safe mobility measures applied

TMB will be increasing metro and bus services with extra services laid on during rush hours and on the busiest lines. Extra security staff will also be taken on to facilitate the flow of users where necessary. Face masks are obligatory, and people are recommended to plan journey times to avoid rush hours where possible.

For journeys on foot or by bike, streets have been adapted to enable people to get around safely and sustainably.

Cleaning and waste collection services 100% operative

All available staff will be back to work at regular capacity, with safety measures for workers such as the minimisation of dressing room usage, staggered start times for cleaning teams and the disinfection of contact areas in workplaces.

Infection services in sensitive areas will be maintained, including markets, supermarkets, hospitals and medical centres, along with the disinfection of waste containers in the street.

Auxiliary collection services will also resume, such as the preventive maintenance of waste containers and litter bins and the movement of containers.

Waste collection and green points have already been operative for a few days and as from tomorrow, mobile green points, neighbourhood and area green points resume their afternoon opening hours:

  • Neighbourhood green points: Monday to Saturday, 9 am to 2 pm, and 4.30 pm to 7 pm.
  • Area green points: Monday to Friday, 8.30 am to 6 pm, and weekends, 9.15 am to 12.45 pm.
  • Mobile green points: Monday to Saturday, 8.30 am to 2 pm and 4.30 pm to 7.15 pm.

Users should wear face masks and go to these facilities on their own. In the case of area facilities, the maximum capacity is 5 users.

Sports facilities and outdoor sport

With stage 1, activity is returning to the urban sports parks, where you can now use the petanque courts, basketball baskets and table-tennis tables. In addition, some specific outdoor sports facilities will be reopening, but not their changing rooms, from 1 June:

  • Padel, tennis and the climbing tunnel at La Foixarda
  • Beach facilities: Espai de Mar, Municipal Nautical Base, Municipal Sailing Centre

Re-opening of cemeteries

The city’s cemeteries and user support offices are operating their usual hours, but with a maximum capacity:

  • Cemeteries in Sants, Sarrià, Horta and Sant Gervasi: maximum capacity of 50 people.
  • Cemeteries in Les Corts, Sant Andreu and Poblenou: maximum capacity of 150 people.
  • Cemeteries in Montjuïc and Collserola: maximum of 150 vehicles circulating at any given time.

Up to a maximum of 15 people can attend outdoor farewell ceremonies and a maximum of 10 family members can attend cremations.

Face-to-face support from municipal services

Twenty social services centres which had been working by phone and online are now re-opening to the public, in addition to the nine centres which have been guaranteeing emergency support in person.

The Citizen Help and Information Offices (OAC) in the districts of Montjuïc, Les Corts, Horta-Guinardó, Sant Andreu and Sant Martí now also join the Sant Miquel OAC, in service since 18 May, to attend to users who request an appointment by calling the 010 freephone number.

Municipal services operated by the Area for Feminisms and LGBTI are also resuming their face-to-face services to help women who need it:

    • PIAD Ciutat Vella: Tuesday, Wednesday and Thursday, 9 am to 2 pm.
    • PIAD Eixample: Monday to Wednesday, 9 am to 2 pm, and occasionally during afternoons for women who can’t go in the mornings.
    • PIAD Sants-Montjuïc: Monday to Friday, 9 am to 2 pm.
  • Care, Recovery and Shelter Service (SARA):
    • Face-to-face emergency support: Monday to Friday, 9 am to 1 pm, no appointment needed.
    • Face-to-face support for first visits and follow-up visits if needed. 9 am to 3 pm, plus afternoon hours depending on availability of women unable to go in the mornings.
  • Socio-educational Support Service (SAS) by the ABITS Agency:
    • Alternating remote working and face-to-face support from Monday to Thursday, during two time periods: 9 am to 1 pm and 2 pm to 6 pm, with two professionals in each shift to offer face-to-face support by appointment in the spaces conditioned for it.
    • Every Friday, by appointment, periodic aid will continue to be given in person.
  •  Unit Against Human Trafficking (UTEH):
    • Combined working methods to be used, with face-to-face support to be offering by appointment on Mondays and Thursdays, 9 am to 2 pm, at the main office or accompanied elsewhere when necessary. The service will handle emergencies, first visits and follow-ups for women users who need it.
