2016: Permanent Committee meeting with the Barcelona public prosecutor. Hate and Discrimination Crimes Service.

Members of the Permanent Committee meet with the public prosecutor to set up an informative/training session targeting CMIB organisations in this field (crime). Agreement reached to coordinate it with a preliminary session with the Mossos d’Esquadra and the Generalitat, regarding administrative offences on the same matter (racism, hate, discrimination, xenophobia). Sessions to be held in the first quarter of 2017.

25/11/2016: dissemination of the 2015 Report by the Barcelona Public Prosecution Service. Hate and discrimination crimes.

15/6/2017: informative session on 'criminal intervention in the event of hate and discrimination crimes'. Hate and Discrimination Crime Public Prosecution and General Directorate of the Police.

This session, led by public prosecutor Miguel Ángel Aguilar and Albert Oliva (Mossos d’Esquadra), was held to impart knowledge and facilitate contact with the organisations and persons involved from the Public Prosecution and the General Directorate of the Police, and to demonstrate the importance and role of reporting crimes to promote and contribute to the fight against discrimination, xenophobia and racism.

30/11/2017: presentation of the Office for Non-Discrimination (OND) before the Full Council Meeting.

The director of the Office for Non-Discrimination presented this service to the Council’s Full Council Meeting, in addition to the Government Measure adopted last July to provide this channel for reporting discrimination with new resources.

18/2/2016: statement sent on procedure for granting Spanish nationality on the grounds of residency (CMIB and reception agencies network) to the Ministry of Justice (Subdirectorate General of Registers and Notaries Public).

Letter sent from the Deputy Mayor, Jaume Asens, to the Subdirector General of Nationality and Civil Status explaining the CMIB’s concerns about the granting of Spanish nationality on the grounds of residency and the statement drawn up.

2.1 Raising the profiles of migrants and the CMIB’s organisations as a part of the population that wishes to take part and are taking part in the building of the city.

28. Holding an annual meeting of organisations in order to showcase diversity and interaction with the general public

23/10/2016: BCD Barcelona a Diverse City, 2016 meeting of CMIB organisations.

This year, around 9,500 people were in attendance, with 37 organisations participating and 64 activities carried out (segmented activities, workshops, games, actions, talks/debates, Biblioteca Vivent, Anti-Rumour Catalogue activity).

In 2017, around 11,000 people attended the meeting and 38 organisations were involved, organising more than sixty activities, many relating to this year’s topic: Ensuring the dignity of domestic and care work.

The auditorium for the meeting organised a total of four round tables, to which representatives of the different groups involved in ensuring the dignity of domestic and care work were invited. This year, different legal experts, trade unions, organisations, representatives from Barcelona City Council, contractors and subcontractors dedicated to domestic work participated.

BLOCK 3. Promoting and supporting associations

3.1 Promoting empowerment mechanisms and political influence within association dynamics, in the CMIB’s representational platforms and other areas of interest in the city.

Creation of the Training Committee, open to both CMIB organisations and external organisations, to decide on training actions that should be promoted by the Council. Over the course of the year, the training initiatives that receive most votes from all those proposed will be rolled out, including participatory leadership training and training aimed at the community and internal democracy and participation.

2018: approval of the Government Measure to foster the participation of people of diverse cultural origins and backgrounds in participation channels.

Via Bara-Bara, a plan to strengthen the Council’s organisations is being managed: activities include, but are not limited to, advice and training about how to interact with the Administration and how to keep the organisation’s documentation up to date, in addition to their entry into the different registers.

In collaboration with the CMPG, an e-invoice training session will be held, given that it is compulsory to submit all invoices issued to Barcelona City Council online.

Via Bara-Bara, a plan to strengthen the Council’s organisations is being managed: this year, Bara-Bara has been included in the Training Committee, so as to provide direct contact and first-hand information on the training needs of the Council and how to adapt the strengthening plan to these needs.

3.4 Raising the profile of our city’s diversity and promoting the recognition of the work and good practices carried out in the area of immigration.

51. Lending recognition, through the CMIB Award, to the work carried out in the city by an association or project concerning immigration.

6/7/2016: call and organisation of the 8th CMIB Award ceremony.

In July, the start of the call under the title 'Economic and employment strategies structured around diversity' was published in the Official Gazette of the Province. Two proposals were presented and the Award ceremony was held on 16 December (to coincide with International Migrants Day).

April-July: preparation, call and promotion of the 9th CMIB Award.

In 2017, it is dedicated to ensuring the dignity and visibility of domestic and care work.

18/12/2017: 9th CMIB Award ceremony.

Coinciding with International Migrant Day, the CMIB Award ceremony was held in recognition of the best project submitted in the field of ensuring the dignity of domestic and care work. Recognition was also lent to the Council member organisation that had most worked on the topic of the year. The winning organisations were Mujeres Pa’lante and Centro Boliviano Catalán, respectively.

In July, this committee was set up to start work with BCD Barcelona a Diverse City. The initiative was created by the CMIB working group with the initial objective of creating a bulletin managed by the organisations themselves.

16/6/2016: creation of the Participation Committee.

This group’s objective is to work to promote the internal participation of the CMIB, in addition to coordinating with other groups, councils and spaces for participation in the city. Association with the project on diverse participation at Barcelona City Council.

5/7/2016: informative meeting and proposal of joint actions with the Anti-Rumour Network Communication Committee.
