Boosting culture with a feminist perspective

Culture and free time. Presentation of a new measure forming part of the Cultural Rights Plan: “Feminist culture: right to diverse and fair culture”.

As part of the Cultural Rights Plan, a new measure has been presented to move towards cultural policies with a feminist perspective. “Feminist culture: right to diverse and fair culture” is a measure which brings together projects and action seeking fair and equal culture from the gender perspective. The goal is to ensure equal access, representation and decision-making in culture, reflect on stereotypes, combat vertical and horizontal segregation in the cultural realm, and highlight the cultural production and historical memory of women and everybody who does not fit into the androcentric heterosexual norm.

The goals of this government measure, to be implemented by the Barcelona Institute of Culture (ICUB), are to:

  • Incorporate public policy developed by the Institute of Culture and all the projects and bodies it participates in.
  • Guarantee a balanced presence of men and women in decision-making positions.
  • Further the analysis of the cultural reality, applying the gender perspective.
  • Move towards gender parity in cultural programmes.
  • Avoid androcentric sexist stereotypes in programmes and communication.
  • Promote reflection on how to apply the feminist perspective in cultural policies and action in the city.
  • Apply the intersectional perspective to take into account other areas of inequality such as class, origin, race, sexual orientation, gender identity and disability.

Notable action to achieve these goals will include:

  • Creation of a protocol against harassment on the grounds of sexual orientation, gender identity and gender expression in cultural activity.
  • Promotion of the gender perspective in subsidies.
  • Promotion of a new study on the gender perspective in municipal cultural programmes.
  • Study of a discounted price system for cultural activities with the gender perspective.
  • Conciliation servicies at municipal facilities.
  • Incorporation of the gender perspective in the design and renovation of cultural facilities.
  • Public procurement with the gender perspective.

The starting point for the measure is the municipal and autonomous regional regulatory framework in the sphere of gender, analysing different studies on the gender perspective in the cultural sector and setting out the goals to achieve and the tools and actions needed for this. With a budget of 190,000 euros for the initial action, the measure will also have a calendar for monitoring its progress.
