Barcelona starts offering online processing for major works permits

The new service streamlines the administrative steps involved, contributing to the City Council’s transparency with the public. Advantages of the new process include more information set out in the licence applications and the option of checking the them at all stages during their validity. Another advantage of this new portal is that the applicant will deal with a single contact person, who will be tasked with managing the reports with other departments and informing the applicant of any requirements.

Barcelona City Council has taken another step in the digital transformation of the Administration to adapt to the demands of digital citizenship. The new eObres project went live on 4 November, allowing online processing of permits for major works.

The new service streamlines the administrative steps involved, contributing to the City Council’s transparency with the public. Advantages of the new process include more information set out in the licence applications and the option of checking the them at all stages during their validity.

The eObres portal also offers a broad range of online procedures linked to licence applications for major works, all of which can be conducted without having to go to municipal offices in person. At the same time, citizens can also request to bring forward or delay the time frame for the hearing procedure.

To ensure security during the procedure, the project will use electronic seals and a validation code will be provided for the applicant to retrieve the project via the e-headquarters.

Another advantage of this new portal is that the applicant will deal with a single contact person, who will be tasked with managing the reports with other departments and informing the applicant of any requirements.

The implementation of the new eObres online procedure thus offers improved comprehension and agility for checking and enquiring about the status of an application, at the same time offering improved access to data. The process also simplifies and streamlines the relationship between citizens and the City Council, with greater control of the time the formality takes and a significant reduction in the use of paper.

All this makes it possible to deploy and apply the current legislation laid down in Act 39/2015 on the common administrative procedure of public bodies and in the ORPIMO municipal by-law (regulating municipal intervention procedures in works).

The online process for major works permits will operate from the municipal procedure portal, as well as from its own website for the online processing of works permits.
