What is it?
Barcelona Impulsa is the roadmap for economic promotion within the timeframe of 2035.
The goal is clear: to diversify the economy, create opportunities and quality jobs and strengthen and enhance the city's positioning in strategic sectors such as technology, healthcare and care work, research, culture and the green and blue economy.
It is a strategic document that not only focuses on the present but also builds a Barcelona for future generations.
Guiding principles
Barcelona Impulsa is founded on the principles of the European Pillar of Social Rights.

Gender perspective
Promoting gender equality as a cross-cutting principle by advancing policies to correct the structural inequalities that affect women and foster an inclusive, egalitarian and fair economy.

Equal opportunities
Promoting vocational training and education on an ongoing basis, as well as access to decent work, as key to ensuring that citizens have genuine opportunities to actively contribute to our city’s economic and social progress.

Prosperity
Fostering sustainable economic growth focused on the creation of quality jobs, supporting local SMEs, promoting local commerce and supporting a responsible tourism industry, as well as ensuring access to affordable housing and promoting cultural expression as a driver of development.

Competitiveness
Positioning Barcelona as a global economic leader by investing in innovative sectors and research and development and improving its digital and transport infrastructure.

Equity
Ensuring fair and equal access for everyone by redistributing wealth, combating inequalities and working towards the social and work inclusion and cohesion of the most vulnerable people in society.

Environmental sustainability
Promoting an environmentally friendly economy in which emissions are reduced, natural resources are safeguarded and circular and sustainable production and consumption models are encouraged, as well as creating more green areas and encouraging responsible business practices.
Vision
To make Barcelona an economic capital based on talent and knowledge that promotes access to quality jobs for everyone and the business competitiveness of all economic sectors, both traditional and emerging.
Mision
The Barcelona Impulsa Plan is a comprehensive executive roadmap built on the vision of a diversified economy to address current and future challenges.
The mission revolves around four key areas of work:

01 / Manage the visitor economy
In today’s globalised world, being an internationally recognised city is essential; however, this global dimension also presents significant social challenges.

02 / Promote local retail
To meet the challenge of preserving and enhancing a retail model rooted in the values of proximity, sustainability and identity.

03 / Boost strategic sectors
Such as healthcare, technology and the digital sector, the care economy, creative industries, science and innovation, the agri-food sector, the social and solidarity economy and the blue economy.

04 / Creating quality employment
Creating stable, well-paid jobs with decent working conditions that provide workers with financial security and support professional development, the achievement of a work-life balance and overall well-being.
