Project Chebec for Supporting Arts and Culture Initiatives

Chebec - Hacking the Mediterranean economy through the Creative and Cultural Sector – is a 30-month project co-financed by the European Regional Development Fund - Interreg MED Programme. Chebec’s main objective is to test a pilot programme that will support artistic, cultural and creative initiatives  in a bid to access new markets in some of the regions of the MED area while preserving their own identity and, in this way, improving the sustainability, competitiveness and innovation of work in the region’s creative and cultural sector.

 

Chebec is a project encompassing 10 organisations from 5 countries from the Mediterranean region, including public organisations, cultural agencies, universities, public entities and cultural centres.

Objectives

Overall Aim

Boost economic sustainability and the development of work of the CCS (Creative and Cultural Sector) through an innovative, combined and comprehensive approach to service support.

 

Specific Aims

  • Increase the transnational activities of clusters of innovation and the network of key sectors within the MED area.
  • Strengthen the support capacities of the MED regional clusters.
  • Plan a full programme for supporting the capacity of the CCS to innovate and develop transnational partnerships.
  • Ensure the long-term effects of Chebec’s activities.

Target Candidate  

The call is open to artists, collectives, associations, cultural agents or cultural microbusinesses linked to one or more of Barcelona’s Arts Factories or that are developing projects with the arts, cultural and creative sectors.

These can be individuals or entities with an arts project, currently in the process of creation, production or dissemination, from any arts discipline, that want to explore the international dimension of their project and/or want to improve its internal sustainability.

There is no restriction by reason of origin, nationality or residence.

Cultural agents intending to take part, whether in their own right or representing an entity, must be of adult age.

Programme Characteristics

The programme will be developed throughout 2019 and conclude in June 2020. It includes:

1. At local level:

  • Support and preparation activities in the area of entrepreneurship and international development
  • Customised tutorials for each participating project
  • Experimental group sessions
  • Networking events with key speakers*.

* The first part of the sessions will be exclusively for the projects participating in the programme and the second will be open to the public.

 

2. At transnational level:

2.1 Three transnational mobility sessions*:

  • Networking Conference Seville – March 2019 Platform for exchange of ideas between different agents in the sector of performing and performative arts, visual arts and applied design.
  • Networking Conference Marseille - September 2019 Platform for exchange of ideas between different agents in the sector of music, performing and performative arts and visual arts.
  • Networking Conference Bologna - March 2020 Platform for exchange of ideas between different agents in the sector of music, gaming and fashion.

2.2 Innovation Vouchers* for the project(s) showing most innovation and spirit of cooperation with other projects from the MED area.

 1 or 2 projects will be selected.

Conditions

  • At least one individual must be dedicated to the project and able to attend the sessions.
  • Acceptance of the rules and regulations will involve full participation in the whole Chebec programme (January 2019 – June 2020).
  • Chebec will take charge of travel, accommodation and living costs during the networking conferences.
  • Cooperation with the associates monitoring the process (meetings, questionnaires, evaluations, etc.) If this condition is not met, the project organisers may insist that the beneficiary return the grant, in part or entirely.

Selection

1. Pilot programme selection process

 

- First stage

The selection process will have two stages. Firstly, there will be a pre-selection of between 15 and 20 projects that will participate in a boot camp. This first pre-selection of projects will be evaluated from a technical perspective, according to the criteria laid out in the third section of this document.

The appraisal team will be made up of members of Barcelona Activa and ICUB, together with independent experts.

The week starting 21 January, 2019 will see the announcement of the pre-selection of projects that will take part in the boot camp.

- Second stage

The second stage will consist of a boot camp focused on group evaluation of the strengths and weaknesses of each project. Between 15 and 20 participating projects will profit from this evaluation on the part of experts in the sector. The first 10 projects will be chosen to form part of the full edition of the Chebec pilot experiment.

On 29 January, 2019 each participant will be informed of the final decision via the email address given in the registration form.

 

2. Selection process for the networking conferences and innovation voucher

 

- Networking conferences 

2 or 3 projects will be chosen to take part in each networking conference. Selection criteria for the transnational events will be based on:

  1. Active participation in the Chebec project (percentage rate of participation in the activities organised during the project)
  2. Interest in the country and the project of internationalisation
  3. Preference for and/or adaptation to the sub-categories proposed in each networking conference

- Innovation vouchers

1 or 2 projects will receive innovation vouchers to finish the Chebec project. Selection criteria will be based on:

  1. Active participation in the Chebec project (percentage rate of participation in the activities organised during the project)
  2. Personalised interviews
  3. Evaluation of each project’s ‘International readiness’

Selection Criteria

Technical criteria:

  • Theme with a focus on the arts, cultural and creative sector.
  • The project’s international vocation.
  • Stability of the structure of the company/organisation/project
  • Innovative and experimental character of the arts project: one that shows risk, talent, innovation and experimentation in creative and artistic material.
  • Project’s original character: Individual profile defined against other projects, production of new and exclusive activities…
  • Project’s capacity to articulate and generate links with other arts projects/disciplines.
  • Diversity of genres and styles will be an element under consideration in the final choice of projects.
  • An intermediate level of English and/or French.

Social criteria:

  • Capacity for generating partnership networks with the territory.
  • Experience, previous participation in an international network or preparation through international exchanges.
