The #JAM18 (Annual Conference of Metadecidim, the community of Decidim), includes a session of the international conference Ciutats Democráticas BCN, “Rethinking the future of the city and social transformation”. The event is part of the +Biennal Programme and will be inaugurated by the Participation Councillor of Barcelona City Hall, Gala Pin and the Participation Commissioner, Fernando Pindado.
The opening keynote will be delivered by leading technologist Heather Leson, a specialist in humanitarian technologies and social entrepreneurship and Director of Data Literacy Programme at the Red Cross and Red Crescent.
The seven sessions will address the layers of the project: political, technical and technopolitical; practical examples of participation with Decidim with entities that use it, such as the Ferrer i Guàrdia Foundation, the Som Energia cooperative and the French company Open Source Politics, which builds open-source tools for participatory democracy and the future of the platform.
The JAM18 takes place at a crucial time for the Decidim project. As it has been developed as a platform for democratic participation, international interest and its adoption have been growing in several cities. At the same time, the project faces a key challenge: to shape a model of governance of its community Metadecidim.
Decidim. From social to political networks
The conference will analyze the strategic importance of political networks such as Decidim, whose democratic radicality is an alternative to social networks that base their business model on the study and control of collective attention and behavior and that are being commonly used as a the disinformation mechanisms that today threaten democracy.
Political networks such as Decidim do not conceive their users as consumers but as participants, as political actors who have a safe space to deliberate, intervene or decide on the common affairs of their city or organization. In these spaces, participants can build intelligences, identities and collective wills that go beyond the individualistic logic of mere expression, grouping or circulation of personal tastes and preferences of traditional social networks. Decision-making affects the participants as a whole, overcoming the logic of interaction offered by social networks (such as Facebook) with the challenge of collective decision-making. Political networks recognize technology as politics and, to that extent, they are associated with technopolitical networks and communities such as Metadecidim (the community of Decidim), which politicize and democratize their own infrastructure.
A digital platform of participatory democracy for cities and organizations
Decidim is a digital platform of participatory democracy for cities and organizations developed in free software by the Barcelona City Council that allows to organize democratic processes both face-to-face and online. Currently the development of Decidim is carried out collectively through a productive ecosystem between cities and organizations.
Today it has nearly 70 global instances for organizations of various kinds in Canada, Mexico, Paraguay, Finland, France, Sweden, Belgium and the Spanish State where its use is notably outstanding in Catalonia with 29 instances involving the Generalitat de Catalunya, the Diputacio de Barcelona and the main cities of the metropolitan area. National governments (Federal State of Belgium), regional governments (Junta de Castilla la Mancha or the Generalitat de Catalunya), city councils (Helsinki or Pamplona), cooperatives (Som Energia) and other bodies such as the Commission Nationale du Débat Public in France are some examples of the scope of Decidim.
Metadecidim, the community of Decidim, constitutes the democratic space for reflection, deliberation and collective decision making around Decidim, which enables continuous improvements of the software and of the forms of organization and governance of the community.
The constant activity of the Metadecidim community, both face-to-face and online through its SOM assemblies, its LAB Research Seminars and its annual JAM event, gives the platform the character of a public-common infrastructure (financed with public money, co-designed with the citizenship and democratically governed), open and free for participatory democracy, a project that aspires to serve for political transformation in a period of crisis of liberal democracy.
The 16th Metadecidim Operative Session (SOM) will be held on Thursday 29 November. Details on this activity and how to participate will be published soon here.
