Taking up the legacy of the Consell de Cent, the Municipal Council Assembly debates the principal matters affecting policy and city management.
Since its creation in 2004, the Municipal Council Assembly has approved recommendations and transferred them to the Municipal Government through the committees and working groups it comprises. The Municipal Council Assembly is made up of representatives of the city’s organisations, bodies and institutions, representatives of different political parties of the City Council (one for each district) and 25 randomly selected citizens.
To choose to take part as a citizen representative, anyone registered in Barcelona can sign up to the public register and be chosen through a public lottery, from among all those registered.
This is a great space for civic representation in the city, the legitimacy to be a space for debate and advice that is based on shared responsibility between the public and the municipal government . The Municipal Council Assembly has internal tools to safeguard these principles, such as the Standing Committee, and the Protection Committee, which is responsible for compliance with the Citizen Participation regulations
The diffusion of the city’s participatory channels and bodies is fundamental for the public to be aware of and make use of them. The face-to-face and digital modes available are aimed at improving participation, making it more accessible and transparent, facilitating the maximum diversity of participants and extending participatory democracy
