European Funds

This website provides information on the European funds managed by Barcelona City Council and the organisations in the Municipal Group, as well as the different sources of funding from Europe which the City Council has access to.

The Multiannual Financial Framework (MFF) 2021-2027 establishes the European Union’s budget to meet its long-term goals and determines the maximum spending and areas to be funded with this budget. The length of the new MFF is seven years starting on 1 January 2021. The European Commission will execute the budget via the following routes:

  • Next Generation EU: An extraordinary instrument for Europe's recovery funded with more than 750 billion euros to be executed in the period 2021-2026. Its goal is to deal with the challenges stemming from the COVID-19 pandemic and to accelerate the ecological transition and digital transformation.
    • Recovery and Resilience Facility (RRF). This is the main instrument for its financing. To access this fund, each State has designed a National Recovery and Resilience Plan. Funding: €672.5 billion
  • Structural and Investment Funds: These funds are jointly managed by the European Commission and the Member States, specifically by the national administrations. Their goal is to correct regional imbalances and reinforce economic, social and territorial cohesion. The main structural and investment funds are:
    • ERDF + Interreg - European regional cooperation
    • European Social Fund +
  • Competitive funds: Programmes managed directly by the European Commission or its agencies. Their goal is to contribute to the application of EU policies.

Barcelona’s strategy for the EU’s Next Generation funds (NGEU) represents the city’s response to the crisis caused by Covid-19, as well as the opportunity proffered by the Recovery Plan for us to work to build a Europe for the future.

Barcelona is planning comprehensive change that will help the city become more resilient in the face of future crises, committing to the ecological and energy transition, digital transition and social cohesion.

Barcelona City Council’s response is being developed around seven strategic areas, to enable the city to continue to work to continue towards a resilient Barcelona that looks ahead to a sustainable future.

The project consists of creating a input device one-stop to help with the development of active policy paths to suit each individual's profile (a multi-dimensional vision providing multi-professional support). In combination with the payment of Minimum Income benefits, this action model aims to strengthen the socio-occupational inclusion of the 1,000 participants, emphasising stronger relational and community ties so that inclusion is not solely about access to the labour market and guaranteed incomes. Apart from the inclusion itineraries to be carried out by the participants, there will be individualized social support and actions aimed at encouraging community participation.

Tourism Sustainability Plan for Destination Barcelona (PSTDB)

The PSTDB reinforces tourism and the tourist industry as strategic axes of the city's economic and social development. It promotes the creation of new attractions and content located in less touristy areas of the city to encourage the dispersal of tourist activity and extend the tourism narrative to include the sustainability of tourist activity as a structural element, both in terms of preserving the city's attributes, idiosyncrasies, and distinct character, and in terms of monitoring and increasing the actual return that this activity has for the local population.

The PSTDB also presents proposals to improve tourist mobility, proposes significant improvements in the efficient use of energy resources in various facilities, promotes the long-term sustainability of tourist activity and prioritises initiatives with high added value, which should help to differentiate Barcelona as a unique destination. It also includes proposals to establish Barcelona as a highly digitalised destination. And finally, it consolidates the city as an international benchmark for governance, management, sustainability and resilience.

Programme to Promote Public Building Renovation (PIREPL1)

The Palo Alto project aims to restore this historic factory building of considerable heritage interest. The intervention aims to create a new office space in the building to house a business incubator.

The Editorial Services building project aims to streamline and modernise the structure to adapt it to changing needs, implementing improvements in insulation, accessibility and habitability.

Monitoring and management software for recharging vehicles in the City of Barcelona

In 2019, B:SM introduced a customised system for managing its network of Endolla e-vehicle recharging points, because at that time there were no existing tools that met their operational needs. Since then, the e-mobility sector has experienced major growth in terms of the number of points, users, recharging operations, functions, etc. This situation has led to the saturation of the current software and an increase in costs, making B:SM's customised solution increasingly expensive and complex.

For these reasons, it is planned to develop a new, more standardised central system that enables the management and monitoring of B:SM's recharging points to be improved. This new tool must be integrated with existing recharging points, the SMOU application and the Business Central (BC) invoicer. In the future, it will also be integrated with car park energy management solutions to enable smart recharging.

EUROPEAN REGIONAL DEVELOPMENT FUND (ERDF)

The European Regional Development Fund is one of the leading financial instruments of Europe's cohesion policy. Its goal is to help to correct imbalances between the development levels of the European regions and to improve the standard of living in the most disadvantaged regions.

The ERDF has two main goals:

  • Investment in growth and jobs
  • European territorial cooperation

The MFF’s main programmes include the Cohesion Policy, which includes financial funds from the ERDF.

 

ERDF OPERATIONAL PROGRAMME 2021-2027

PROGRAMME

The strategic guidelines of the cohesion policy for the period 2021- 2027 are contained in the  Association Agreement (AA)

All funds allocated by the ERDF are regionalised and assigned through the Regional Programmes and the Multi-regional Programme of Spain

 

ERDF OPERATIONAL PROGRAM 2014-2020

One of the priorities of European integration is building a common space through the cohesion and convergence of Europe’s regions. European structural and investment funds therefore fund projects that reinforce this economic, social and territorial cohesion and drive sustainable, intelligent and integrating growth throughout the whole of the European Union (EU).

The European Regional Development Fund (ERDF) is the EU’s main instrument for promoting this cohesion policy. Together with the European Social Fund (ESF) it constitutes the Structural Funds for investing in the economic restructuring of the EU and reducing the imbalances between Europe’s regions.

ERDF investments promote a smarter, greener, more social and better-connected Europe, which is more accessible to its citizens.
The EU also promotes internal cooperation between regions and countries through ERDF funding.

 

PROGRAMME

The Operational Program of the ERDF of Catalonia 2014-2020 is framed in Regulation (EU) 1303/2013 of the Parliament and of the Council and, especially, in the Agreement of association of Spain 2014-2020, the strategic document that defines investment priorities in the state.

The managing authority of the Operational Program of the ERDF of Catalonia 2014-2020 is the Ministry of Finance and Civil Service. The General Directorate of European Funds of the Generalitat de Catalunya acts as a decentralized intermediate body, with the delegated coordinating function of the Program.

The General Directorate of European Funds of the Department of Economy and Finance of the Generalitat de Catalunya is the unit responsible for the management of the Operational Program of the ERDF of Catalonia 2014-2020.

Eurpean Regional Development Fund (ERDF) opened in the City of Barcelona

ERDF funds: ISUDS (Integrated Sustainable Urban Development Strategy)

Project funded: Sustainable urban development of the Eix Besòs

The purpose of this project is to improve the social and urban inequality indicators in the Ciutat Meridiana, Vallbona, Torre Baró, Roquetes , Trinitat Nova, Baró de Viver, Bon Pastor, Verneda - La Pau and Maresme-Besòs neighbourhoods, with a population of 114,014 inhabitants that could potentially benefit .

It is designed to meet the following challenges.

  • Economic challenges: eliminating the imbalances between family incomes, reducing the unemployment rate and generating commercial activity.
  • Environmental challenges: creating a quality environmental and heritage space in the Besòs area, reducing the use of private vehicles (17% share of transport) and getting more businesses to revalue their waste.
  • Social challenges: reducing educational failure and dropout rates, cutting the number of people at risk of social exclusion and increasing the number who do sport.
  • Demographic change challenges: increasing the number of people covered by telecare and other programmes, as well as the number connected to the internet.
  • Climate change challenges: increasing climate change resilience.

The project is planned to last four years and is equally funded by the EU and Barcelona City Council, with a total investment budget of €30 million.

RIS3CAT Agreement

Barcelona City Council signed a collaborative agreement with the Catalan government (Generalitat) in November 2015 to carry out operations as part of the Research and Innovation Strategy for smart Specialisation in Catalonia (RIS3CAT), jointly funded through the ERDF Operational Programme under the Investment in Growth and Employment Objective for Catalonia 2014-2020.
