Opposition proposals at the full council meeting of 10 April 2018

Full Council. Summary of agreements made during the promotion and control part of the full council meeting.

The full council meeting gave the green light to four opposition proposals. Those approved included one requesting information on administrative processes linked to the City Council’s asset liability and another stressing the need for a shock plan to boost care and support for the elderly.

The full council session of 10 April looked at opposition proposals presented at the session of 23 March, which was suspended before starting the promotion and control section due to the tense political situation in Catalonia that day.

The Grup Municipal Demòcrata proposed that the municipal government drafts a report and presents it at the next full council session on all administrative disputes with related asset liability claims, with the estimated cost they might entail. The proposal was approved with votes from Barcelona en Comú, the Grup Municipal Demòcrata, Cs, the PSC, the PP, CUP – Capgirem Barcelona and the independent councillor, with ERC abstaining.

The Cs municipal group called for an urban reform of Av. Diagonal between Passeig de Gràcia and Passeig de Sant Joan. The proposal was approved with votes from the Grup Municipal Demòcrata, Cs, the ERC, the PSC, the PP and the independent councillor, with Barcelona en Comú and CUP – Capgirem Barcelona abstaining.

The ERC municipal group presented a proposal calling for more investment to improve public transport in the city and the metropolitan area. The proposal was rejected, with Cs, the ERC and CUP – Capgirem Barcelona voting in favour, while Barcelona en Comú, the Grup Municipal Demòcrata and the PP voted against it and the PSC and the independent councillor abstained.

The PSC called for an institutional, political and public agreement for the 22@ district to define the main action to be taken. The proposal was approved with votes from the Grup Municipal Demòcrata, Cs, the PSC and the independent councillor, while Barcelona en Comú and CUP – Capgirem Barcelona voted against it and the ERC and the PP abstained.

The PP presented a proposal suggesting issues which the public should be consulted over. The proposal was rejected, with only the PP voting in favour, while Barcelona en Comú, the ERC and CUP – Capgirem Barcelona voted against it and the Grup Municipal Demòcrata, Cs, the PSC and the independent councillor abstained.

The CUP – Capgirem Barcelona formation proposed a shock plan for the elderly, entailing the immediate construction of day centres and residences for senior citizens in the city. The proposal was approved with votes from Barcelona en Comú, the Grup Municipal Demòcrata, the ERC, CUP – Capgirem Barcelona and the independent councillor, with Cs, the PSC and the PP abstaining.

The full council meeting concluded with the following institutional declarations being read out:

  • Institutional declaration urging the Italian state prosecutor to immediately release the boat operated by Proactiva Open Arms.
  • Institutional declaration on the voting rights of people with disabilities.
  • Institutional declaration in support of the European Year of Cultural Heritage.
