Definition

The Union of Ibero-American Capital Cities (UCCI) is an international organisation which is municipal in character, non-governmental and non-profit.

The UCCI is made up of municipal corporations or local governments of capital cities from Ibero-American countries and the founding cities of the organisation (ex-officio members), as well as by major non capital cities and metropolitan areas of Ibero-America (associate members).  The local authorities are those that act in representation of the cities.  In the organisation there are four Portuguese speaking cities, and for this reason there are two official languages, Castilian and Portuguese.

Its government organs are decentralised (sub-regional vice presidencies) and in the majority of the municipalities there is a coordinator of the activities of the UCCI, which makes the exchange of information between the cities agile.  

Goals

To promote the ties and foster the relations and exchanges in different fields of the major cities.

-To ensure the harmonic and balanced development of the cities from a position of solidarity and cooperation between them.

-To boost Ibero-American municipalism, placing the emphasis on the singularity of the capitals and the large urban nucleuses.

-To provide support in the democratic development in Ibero-America and to strengthen it.

-To promote neighbourhood rights and, in particular, the right to progress in peace and that of citizen participation in public affairs.

-To collaborate in the field of inter-municipal relations.  For this reason, relations have been fostered between the cities and activities and specific programmes are carried out, constituting a reference of the organisation.  

Participation of Barcelona

Barcelona is member of the UCCI and belongs to the region of the Iberian Peninsula.  It has participated in different sector committees, above all in security, mobility and prevention of risks.  Furthermore, it participates in the general assembly held each two years, as well as in the meeting of international directors.
