Tourism Sustainability Plan for Destination Barcelona (TSPDB)

Geographical strategy and tourism offer

The city will invest the €40,848,876 secured in the call for applications under the 2022 Plan for the Modernisation and Competitiveness of the Tourism Sector (funded with NextGenerationEU funds) to encourage the decentralisation of tourism, bring about a paradigm shift and improve tourist mobility and innovation.

The City Council has drawn up the Tourism Sustainability Plan for Destination Barcelona (PDSTDB) to address the four main areas defined by the European Union itself: the green and sustainable transition, energy efficiency, the digital transition and competitiveness.

The plan builds on the work carried out by Barcelona in recent years to transform and diversify the tourism model, establishing the city's role as a leading destination for urban tourism in accordance with sustainability, equity and quality criteria. 

The 20 or so projects included in the plan are designed to achieve six major city goals:

  • To consolidate the sustainability of the tourism model and its compatibility and consistency with the city model and the lives of residents, raising awareness among the actors of the visitor economy.
  • To encourage the decentralisation of tourism through a paradigm shift.
  • To promote the recognition and creation of new contents based on culture, creativity and the distinctive values of Barcelona as a destination.
  • To encourage sustainable tourist mobility that is compatible with the city's tourism and mobility model.
  • To drive energy efficiency improvement processes, mitigating the negative effects of climate change in relation to tourism.
  • To encourage the full digitalisation of tourism and its promotion.
