Barcelona Promotes the Right to Time: 75 Municipal Actions in 2023
» The second edition of the Public Time Policies Report includes a total of 75 actions promoted by the municipal council in 2023.
The mainstreaming of time policies is reinforced with the involvement of practically all sectoral managements.
Most of the actions are ongoing services and are concentrated in the areas of care and services to citizens.
This second edition of the Time Policies Report from the Barcelona City Council provides a comprehensive view of municipal actions that, during 2023, continue to consolidate the commitment and shared responsibility to advance towards a healthier, more equitable, efficient, and sustainable time culture.
During this period, there have been changes within the municipal council, including a transfer of leadership for time policies from the previous Directorate of Gender Services and Time Policies to the current Directorate of Feminism and LGTBI Services. In this new context, as detailed in the report, time policies continue to evolve from a sectoral approach to a municipal strategy of mainstreaming that involves almost all sectoral managements.
The new report aims for the same goal of accountability, offering a comprehensive view of municipal actions through a mixed methodology, both quantitative and qualitative, based on the different strategic axes of the Time Agreement , but with an added value: a comparative view relative to the previous year.
The document details the range of 75 active municipal actions during 2023, representing an increase from the 71 actions in the previous period.
While these actions address various dimensions of people’s lives through the seven strategic axes, they remain particularly focused on care and citizen services—two areas reinforced in 2023. This focus is complemented by the growth of actions in the educational sector, especially related to the Public Space Play Plan of the “Barcelona City Playable” program.
In 2023, new actions have been identified, some recently launched and aimed at strengthening municipal instruments, such as the Technical Instruction for the application of gender criteria in the design and management contracts of municipal facilities, as well as projects like “Live and Coexist” and “Women Up,” which, although already established, have been included in this report due to their integration of the time dimension.
Key measures are highlighted again, including the Advisory Service for Companies on Equality and Time Organization, the Barcelona Cuida Space, the “Care’s Card” program, the “Protecting Schools” project, and the “Agreement to Care for Mental Health at Work,” among others.
Finally, different future challenges are identified, continuing the strategy outlined in the previous report. These challenges aim to highlight and advance the integration of the time perspective in municipal policies from an intersectional approach, as well as new future challenges; expanding actions across all strategic axes and strengthening the work sector, intensifying dialogue with the business community and economic and social agents, among others.
