Time policies aim to improve the daily lives of people, highly conditioned by the centrality of the labor market to the detriment of other important spaces of personal, family, social and community life. From a complete and plural perspective of the economy these policies make up the reproductive economy, which is at the base of the whole socioeconomic system..
In this framework, time is an essential element when we talk about social cohesion, quality of life and sustainability. Family time, care time, training time, working time, leisure time and own time are in evolution, in a reality marked by the technologies of communication and the relationship between the local and the global . On the other hand, care is a set of activities that support the rest of the socioeconomic system and that historically have been assumed by women mostly in the domestic sphere. In the last decades, this organization has become unsustainable by several factors such as the increase of the care needs of the population, the greater dedication of women to the labor market or the decline of the nuclear and heterosexual family as the only model of coexistence .
Since 2004, Barcelona City Council has developed projects that aim to promote policies that make compatible the different times of daily life and others that aim to improve the conditions in which provision and care are given. Some actions are already visible in Barcelona: extended hours in equipment such as libraries or sports centers, services such as open courtyards or the promotion of infrastructures that favor the personal time of various sectors of the population, such as school paths or bike path, among others.
The current Government continues to work to establish a broad social agreement that will foster co-responsibility for care, harmonization of work, family and social life, achievement of the proper time and the recognition of care as a central part of the socio-economic life of the city.
