First administrative steps for the Municipal Action Programme 2023-2027

The Municipal Action Programme (PAM) is the roadmap for the city government during this term of office, setting our the priorities for the coming years. A process now begins where members of the public and municipal groups can give their input. The programme envisages 622 projects at a city, district or neighbourhood level, with four main areas and a series of measures in ten large spheres of action.

The four main areas of the PAM

The directives in the programme are directly linked to:

  1. Orderly public space, climate change and decarbonisation.
  2. Social progress and welfare.
  3. Economy and digitalisation.
  4. Dialogue and equality.

Ten spheres of action

Based on these four areas, the PAM project envisages 622 actions, 233 of them with a citywide reach and 389 of them specific to neighbourhoods. These actions are organised into ten spheres:

  1. Housing: measures to combat the housing emergency through building, purchasing and attracting housing to boost the public and rental housing stock.
  2. Public space and ecological transition: consolidation of the Pla Endreça and the comprehensive maintenance plan, plus measures to adapt the city to climate change.
  3. Urban planning: priority for major urban transformations such as those in La Rambla and Via Laietana.
  4. Mobility and infrastructures: actions here include the enlargement of the groundwater and regenerated water networks and the promotion of varied and harmonious use of public space.
  5. Coexistence and safety: the safety model for the PAM is based on prevention, with the City Police to be bolstered, plus the promotion of coexistence and joint responsibility.
  6. Economy and work: measures include the economic diversification of the city with strategic emerging sectors linked to climate change.
  7. Social support and healthcare: social and health care focusing on prevention and proximity, adapting to new realities.
  8. Culture, education and sport: the PAM aims to promote these three areas in all stages of life and link them to economic development.
  9. Citizens and equality: action implemented in this sphere will put feminism, inclusion and LGBTI rights at the centre.
  10. Metropolitan and global projection: the PAM includes the metropolitan vision and envisages actions to regain Barcelona’s international leadership.

Calendar for the PAM

The government commission of 11 April 2024 approved the project for the Municipal Action Programme, with the city government to take it before the Commission for Presidency, Citizen Rights, Participation, Safety and Prevention on 17 April for initial approval.

The programme will then undergo a public scrutiny stage so that municipal groups can give their input, along with a parallel participatory process between May and June, with face-to-face sessions and online sessions via the platform decidim.barcelona.

Finally, once the initial proposal for the Municipal Action programme has been revised, final approval should be given by the Full Council in September.
