The new Act 39/2015, of 1 October, on the Common Administrative Procedure of Public Authorities (LPACAP) establishes that e-procedures have to constitute the regular actions of public authorities to better serve the principles of effectiveness and efficiency in cost saving, transparency obligations and citizens’ guarantees. The Municipal Institute of Information Technology aims to offer citizens a common electronic signature module (e-Signature) for carrying out procedures on the new Citizen Portal.
Description
E-Signature is a project developing a new common electronic-signature module that will be integrated with the centralised COAC (Catalan Open Administration Consortium) signer for obtaining a cryptographic signature without station problems and complying with the new LPACAP Act, the ENS (National Security System), the ORAE (Regulatory Byelaw on e-Government) and identification and signature instructions. It will also facilitate signatures with a medium-level authentication and allow registration forms to be signed with handwritten electronic signatures. In other words, application forms will no longer be generated in Citizen Help and Information Offices (OACs) and online procedures will be able to be started directly, without the need for paper, with simplified administrative procedures for citizens.
