The plan starts from a concrete mission: to drive digitalisation and support all municipal areas in adopting advanced solutions, integrating innovation into processes and services. The vision is to build an administration that offers inclusive, transparent, and data-driven digital services, with tangible results for citizens. All this is supported by values such as public service commitment, co-creation, agility, innovation, and ethics.

The strategic objectives set the path: strengthen digital governance, personalise services, promote talent and digital skills, consolidate a data-driven culture, guarantee security and privacy, and ensure sustainability in all solutions. To make this possible, we aim to deploy services ranging from proactive project management to innovation in artificial intelligence, cybersecurity, and city technologies, with a flexible, collaboration-oriented organisational structure.

The plan also includes an evolution in funding and operational capacity, aiming to increase ICT investment and position Barcelona at the level of leading European cities. This will allow us to renew infrastructures, adopt hybrid cloud models, reinforce system reliability, and deploy technologies that guarantee security against cyber threats.

Ultimately, the 2024-2030 Strategic Plan is the roadmap to consolidate Barcelona as a digital, sustainable, and inclusive city, leveraging technology to transform public management and offer closer, safer, and more efficient services.
