On September 24, Mayor of Barcelona, Ada Colau, and Mayor of Kyiv, Vitali Klichkó, signed a collaboration agreement in Barcelona that during the next three years will strengthen the ties of both cities in the fields of technology, education, health, arts and culture, tourism, transport, city management and public safety.

Mayor Klichkó, who had a working meeting with Ada Colau, visited Barcelona for the Mercè festivities; the Ukrainian capital will be the guest city of La Mercè 2023, as approved by the Commission for Social Rights, Culture and Sports of Barcelona City Council in April. For this reason, a delegation from the Kyiv City Council headed by Maryna Khonda, Deputy Director for Administration and Head of Social Policies, Public Communication and Tourism, visited Barcelona from September 21 to 26, holding working meetings with Jordi Martí, Deputy Mayor for Culture, Education, Science and Community; Laia Bonet, Deputy Mayor for 2030 Agenda, Digital Transition, Sports, and Territorial and Metropolitan Coordination, and Laura Pérez, Deputy Mayor for Social Rights, Global Justice, Feminisms and LGTBI. Since the beginning of the Russian invasion, Barcelona has allocated 354,000 euros from an Emergency Appeal for five projects that work in situ to care for civilian victims of the war in Ukraine. UNHCR, Red Cross, Farma Mundi, Clowns Without Borders and UNICEF were the entities selected in the call.

On the other hand, in June Barcelona organized the delivery of specialized equipment and material for firefighting and people rescue, in coordination with the Barcelona Fire Brigade, the Ukrainian Consulate in Barcelona, the Ukrainian State Emergency System and the Department of Global Justice and International Cooperation of the Barcelona City Council. The material delivered consisted of a pumper truck, an articulated self-arm vehicle, and different specialized material, such as masks, biological protection equipment, chainsaws, lamps, helmets, and radio stations.
