Subsidies for Christmas lights on Barcelona streets in 2024
Barcelona City Council is launching a subsidy call for Christmas lights on public city streets in 2024. The aim of this call is to continue giving support to the Christmas lights initiative of local retailers' associations and to make another contribution towards promoting local trade during the Christmas period, thus creating a festive atmosphere and improving the city’s image.

The subsidies are for non-profit city retailers’ associations carrying out festive lighting projects in Barcelona.

The application submission deadline will be 20 working days starting the day after the announcement is published in the Official Gazette of the Province of Barcelona. The application period is from 11 June to 9 July 2024.
The period for projects to be carried out is between 1 July 2024 and 31 January 2025.
Finally, the period for demonstrating the execution of the subsidised project ends on 31 March 2025.

When making an application, which is explained in more detail in the call document, the following must be presented:
Subsidy application form.
Quote(s) from authorised providers.Bank details will need to be provided before the resolution of subsidy awards.

- The quotation must be issued by an APPROVED installation company.
- The quotation must include the technical description of the fixtures: type of fixtures (figures, arches, etc.), technological type of lights (LED, etc.) and graphic images of the design, section of the street(s) to be decorated, and the amount itemising the value-added taxde carrer/s a guarnir i l’import desglossant l’impost sobre el valor afegit.

Application documents must be filed online through the Barcelona City Council e-office, following the instructions provided in this procedures portal. You must have the relevant digital certificate.

The amount of the subsidy awarded will not exceed 75% of the cost of the project specified in the documents of the subsidy application as long as it is from retailers’ associations which do not include sections of streets where the City Council itself provides Christmas lights.
This means applications should not include sections of streets illuminated by Barcelona City Council. If these are included, the applicants will be required to provide a new quote that excludes the sections where subsidies do not apply.
The call establishes a maximum subsidy of 120,000 euros per applicant.

There will be two stages:
Stage 1: Provisional Award
The award or denial of the subsidy will be notified by means of a single announcement in the BOPB.
The same announcement will provide information on the administrative documentation that must be provided and/or submitted within the 10 working days established therein.
However, in this period, if necessary, you will be able to challenge the award or present reformulations that do not alter the goal of the project.

Once the requisites are fulfilled, the same procedure is adopted to publish the final list of subsidies approved or denied.

The beneficiary of the subsidy must demonstrate the application of the funds received in a maximum period of two months from the end of the execution period, as set out in the terms and conditions, that is 31 March 2025.
- The following documentation must be provided in this process:
- Justification form. Model available here.
- Report: explaining the project carried out. Model available here.
- Simplified economic report: detailing the income and overheads of the activity subsidised. Model available here.
- Original invoices showing the associations benefiting from subsidies as debtors. The invoices must be dated within the period from 1 January 2024 to 31 January 2025.
- Bank documentation accrediting payment of invoices.
- Statement of responsibility from the beneficiary and/or legal representative assuring there are no other copies of the same invoices submitted at the same time to justify subsidies in other public administrations. This statement must identify each of the invoices submitted.
- Withdrawal letter in the case of carryovers that are not applied.
- In addition, in the case of subsidies worth 60,000 euros or more, an audit report must be presented, with the requisites from Article 74.1 of RD 887/2006.

Bank account details must be submitted before the grant applications are accepted or rejected.
Grant recipients who are already registered for payment through Barcelona City Council’s creditors’ payment system and whose details have not changed will not have to provide this documentation.
