Safeguarding fundamental rights and public freedoms, especially those established in the European Charter for Safeguarding Human Rights in the City, of all Barcelona residents and people visiting the city, even though they are not residents, in everything that affects the City Council's administrative activities and those of its autonomous bodies and other dependent organisations providing public services.
