The twinning protocol between the cities of Dubai and Barcelona was signed on September 14, 2006 in Barcelona. It is a framework agreement that provides for the exchange of information and experiences in municipal administration related to aspects such as economic development, urban planning, environmental programs, education, science, technology, culture or tourism.
