The declaration letter for a twinning agreement between Barcelona and Busan was signed on 25th October 1983.

The aim of the agreement is to maintain the relations that the two cities had initiated and to increase them with cultural and economic activities and exchanges, as well as all the initiatives that help to develop the feelings of friendship between the two peoples. 

Since the signing of the agreement, the relations have basically been maintained through the chambers of commerce, even though the city councils have carried out numerous technical exchanges.

Apart from these bilateral contacts, Barcelona and Busan maintain relations as members of Metropolis.

On the occasion of the 30th anniversary of the twinning agreement (2013), Barcelona was chosen to be the guest city at the BIAFC, the festival of architecture and urban planning held in Busan each year.

In 2017 Busan and Barcelona initiated the participation in a European programme, World Cities, of knowledge exchange between cities that should last until 2018.
