On 12th November 2012 the mayors of Seoul and Barcelona signed an agreement of friendship and collaboration, valid until 12th November 2018, in the city of Barcelona.

On September 28, 2018, during a visit by the mayor of Seoul in Barcelona, the agreement signed in 2012 was renewed. The new agreement, lasting three years, focuses on fostering mutual exchanges in areas such as direct democracy, citizenship participation, collaborative economy, inclusive growth, job creation, technological advancement and social innovation, economic investments, eGovernment, urban regeneration, smart cities and environment, among other issues.

In recent years, various delegations with representatives from Seoul have participated in the Smart City Expo World Congress in Barcelona and various meetings have been held to deepen the terms of the agreement.
