Barcelona agrees the manifest “Democratising the cities through public space" within the framework of the Habitat III meeting of the United Nations

AThis declaration aims to fix the lines of the urban policies of the United Nations, based on the contributions of the experts and academics who attended the Habitat III meeting, held in Barcelona on 4th and 5th April

Within the framework of the thematic meeting of Habitat III about pubic space that took place in Barcelona on 4th and 5th April, around 700 experts, authorities and academics from all over the world worked on the manifest entitled "Democratising the cities through public space".  This document aspires to influence the agenda of the United Nations and the organisations that define the global policies at a world level, so as to include improvements in the public space as a guarantee of the Right to the City, and as a democratising element, and for social development.

The Declaration of Barcelona concludes that it is necessary to tackle urban planning from a social perspective, and to make a commitment towards public spaces as places in constant process of collective construction, and in which the right to mobility, housing and culture should be taken into account.  The document considers public space as the place for exchange and encounter where the inhabitants of the cities can express, vindicate and organise themselves, taking decisions and boosting social initiatives, and for this reason, it highlights the fact that it is necessary to bring to an end the inequalities between the different areas and to redistribute wealth, so as to ensure access to basic resources and to preserve the common goods in public hands.

The thematic preparatory meeting of, inaugurated by the Mayor Ada Colau and the Secretary General of Habitat III, Joan Clos, forms part of the calendar of meetings prior to the United Nations conference, planned for this October, on Housing and Sustainable Urban Development in Quito, Ecuador. In this meeting it is foreseen to renew the global commitment of Habitat III, and to establish the guidelines of the New Urban Agenda for urban development for the next 20 years.

During the meeting, the study, “Monitoring Global Urban Expansion: The quality of Urban Footprints” was also presented, the first quantitative analysis about the influence of the management of public space in the social development of the cities.
