The 2022 Sustainable Public Procurement Objectives Plan is approved

Public Procurement. The Plan has been approved by the Government Commission.

The new annual Plan was presented on 27 June before the Public Procurement Board

The 2022 Sustainable Public Procurement Objectives Plan (OCPS), drafted with the participation of the Sustainable Public Procurement Commission via the working group created from the previous Objectives Plan, incorporates new clauses in the catalogue of shared sustainable public procurement measures, and updates some of the others .

More specifically, it incorporates the special execution condition approved by the Government Commission Guide for promoting diverse labour procurement for reasons of representativeness and the effectiveness of contracts for care services, through the definition and application of social clauses in the forms and documents that govern the tenders of Barcelona City Council and its Municipal Group . This clause aims to ensure that citizen services have a composition that is representative of the different cultures and nationalities that coexist in the city, for the purpose of making attention to citizens more effective and these services more accessible, in addition to making them equitable and representative of the huge diversity of cultures present in Barcelona, based on incorporating professionals with knowledge of the different cultural contexts of the people that seek these services. A new operative award criteria is also being incorporated that fosters the improvement of the fixed percentages for the special conditions of execution.

The Plan also proposes a new award criteria in the equality block related to the fight against unwanted part-time employment among women, especially in the most feminised sectors.

Other new incorporations in the Plan are the updating of the clauses on contracting unemployed people with difficulties entering the job market, the clause referring to equality plans, the clause on criminal compliance, and the protocols corresponding to clauses concerning the Equality Plan, the Measures against Sexual and Gender Harassment, co-responsible Work-life Balance, Inclusive Communication and Equal Opportunities and Non-discrimination against LGBTI People.

Other notable objectives of the OCPS Plan 2022 are:

  • The approval of a new Reserved Procurement Guide which, for the first time, regulates in addition to the one corresponding to the 48th Additional Provision, the one corresponding to the 4th LCSP Additional Provision.
  • It also re-formulates the sustainable public procurement guides into a single document.
  • It promotes the culture of planning and prior market consultation.
  • It promotes the increased participation of companies headed by women.
  • The design of an instruction on gender criteria in facility management contracts.
  • The implementation of the Antifraud Plan measures.

Furthermore, the Plan disseminates best practices, such as the collaborative drafting and dissemination of an award criteria repository, made available to the entire organisation.

Public Procurement Board

The Public Procurement Board recovered its face-to-face format after 2 years for the meeting held on 27 June in Barcelona City Council’s Saló de Cròniques, although it was also set up for online participation.

A total of 27 representatives of 21 entities, including trade unions, professional and business associations, third sector entities, and social economy and environmentalist entities, took part in the meeting, where all the municipal initiatives and new municipal items related to administrative procurement, (Public Procurement Report 2021, the 2022 Sustainable Public Procurement Objectives Plan, and the achievements and objectives in Reserved Procurement, among others) were presented and given the opportunity to be discussed.
