Proposals from municipal groups in the full council meeting of 20 December 2024
December’s full council meeting approved three proposals: one from Junts-Trias×BCN requesting an audit on endangered heritage in the city; one from BComú to guarantee that the classification of protected housing is not lost, and one from the ERC with content for an institutional declaration rejecting the reduction in the number of days the Mediterranean fishing fleet is allowed to operate. The session rejected the proposals from Vox and the PP, and two institutional declarations were read out.

Junts per Catalunya – Trias per Barcelona called for an audit on endangered heritage in the city and for 150 million euros to be allocated over the next two years to preserve, acquire or recover heritage elements such as the Tramvia Blau, the Baluard del Migdia, the Torre del Fang, the Pont de Marina and others. The proposal was approved with votes from Junts-Trias×BCN, BComú, the ERC, the PP and Vox, while the PSC abstained.
Barcelona en Comú urged the City Council and the Government of Catalonia to study legal and urban planning tools to guarantee the classification of officially protected housing is not lost while the residential housing sector remains under pressure, plus an extension to the ESAL agreement and its signing in 2025. The Full Council approved the proposal with votes from Junts-Trias×BCN, the PSC and BComú, while the PP and Vox voted against it and the ERC abstained.
The proposal from Vox was to urge the City Council and the Government of Catalonia to produce a joint plan to promote public housing in publicly owned properties in the city occupied by squatters. The session rejected the proposal, with the PP and Vox voting in favour while Junts-Trias×BCN, the PSC, BComú and the ERC voted against it.
Esquerra Republicana de Catalunya put forward a proposal with content for an institutional declaration rejecting the European Commission’s proposal to reduce the number of fishing days when the Mediterranean trawler fleet can operate. The proposal was approved with votes from Junts-Trias×BCN, the PSC, BComú, the ERC and the PP, while Vox abstained.
The Partit Popular also put forward content for an institutional declaration, urging the municipal government to recognise Edmundo González Urrutia as the legitimate president of Venezuela. The Full Council rejected the proposal with Junts-Trias×BCN, the PP and Vox voting in favour, while the PSC, BComú and the ERC voted against it.
Institutional declarations
Two institutional declarations were read out in the session: the first, expressing concern over the worsening of social inequalities, reflected in territorial inequalities in cities and villages all around Catalonia. The declaration was supported by Junts-Trias×BCN, the PSC, BComú, the ERC and the PP.
The second, supported by by Junts-Trias×BCN, the PSC, BComú, the ERC, was to promote specific measures for Catalans of foreign origin residing in Barcelona, such as more courses in Catalan and the rollout of participation programmes for young migrants through sport, culture and other recreational activities.
