New comprehensive inspection plan to improve safety and community life in the city

The Barcelona Comprehensive Inspection Plan 2024-2027 has been approved to increase the effectiveness of municipal inspections through a proactive, integrated and multidisciplinary approach implemented in collaboration with various offices. To date, 284 establishments have been inspected and more than 1,300 offences have been recorded. This new strategy is part of Barcelona's Pla Endreça.

The new plan introduces the concept of “multi-inspections”, which are intensive and proactive inspections aimed at controlling and preventing regulatory offences. For the first time, these inspections will cover multiple aspects, including construction works, tourist accommodation, substance control, activities in public places, terraces, sanitary conditions of activities and major events affecting the entire city.

The multidisciplinary teams can operate both day and night and may include personnel from the Inspection Services Directorate, the district offices, the Guàrdia Urbana, the Mossos d’Esquadra, the National Police, the Barcelona Public Health Agency, the Labour Inspectorate, the Municipal Tax Institute, the Fire Prevention and Extinction Services and the Environmental Services, among others.

In the Barcelona Comprehensive Inspection Plan 2024-2027, digitalisation and staff training are top priorities to improve the efficiency of inspections.

More than 1,300 recorded offences

In recent months, 13 multi-inspection operations have been carried out – seven in Ciutat Vella, three in Eixample, two in Sant Martí and one in the beach areas. A total of 284 establishments have been inspected, including public places, food and non-food establishments, nightclubs and beach bars.

More than 1,300 offences have been recorded, resulting in administrative action being taken to remedy the situation or to impose penalties. In the most serious cases, these offences can lead to the cessation of activities.
