Fines for the infringement of established traffic regulations. These may be for speeding, consumption of alcohol or drugs, non-compliance with emissions standards in the Low Emissions Zone, fines for not having identified the driver responsible for the offence, etc.

Complaints or appeals regarding traffic fines imposed by Barcelona City Council

This procedure allows you to request the cancellation of a fine/sanction for a traffic offence and express any disagreement with the reported facts or with the procedure, either during the voluntary payment period or when payment of the fine is collected in the enforcement period (with additional charges and interest).

Once the fine has been paid, it will no longer be possible to file a complaint.

Fines for the consumption of alcohol or drugs:

These are considered very serious offences, as is also the case of any refusal to submit to tests that permit their detection.

This refers to drivers who have consumed psychotropic drugs, stimulants or other similar substances, including medicines or other substances which impact on the driver’s physical or mental ability to drive their vehicle safely:

  • Drivers of vehicles: over 0.25 mg/l of alcohol in expired air (0.5 g/l in blood).
  • Drivers of lorries with a gross vehicle weight of more than 3,500 kg, drivers of buses or public service vehicles, drivers of school buses and vehicles transporting minors or dangerous goods, drivers of emergency or special transport vehicles, and drivers of all types of vehicles who have held a driving licence for less than two years: more than 0.15 mg/l of alcohol in expired air (0.3 g/l in blood).

Fines for not having identified the driver responsible for the offence

In the case of an offence reported when a vehicle is moving, legal entities (companies, organisations, etc.) are legally obliged to identify the driver responsible for the offence.

In the case that the driver is not identified (where this is a requirement) or is not identified truthfully, the owner of the vehicle will be sanctioned for this offence. The amount of the fine is calculated in relation to the amount of the original fine:

  • Minor offence: double the amount of the original fine
  • Serious or very serious offence: three times the amount of the original fine

 

Withdrawal of driving licence

Driving licences are only withdrawn when all the points available to the holder have been lost.
