The Mayor of Barcelona, Jaume Collboni, and the Mayor of Ramallah, Issa Kassis, signed in Barcelona on October 15, 2025, a cooperation agreement between both cities within the framework of the District 11 Cities of Palestine initiative. This initiative, presented on September 22, 2025, involves a 66% increase in resources allocated to Barcelona’s cooperation with these cities and will become a stable instrument of solidarity to effectively channel cooperation projects, following the historical and pioneering precedent of District 11 Sarajevo.

The Memorandum of Understanding —lasting four years— aims “to promote institutional development, modernize the administration of municipal services to ensure better delivery of basic public services, and foster technological development that contributes to the well-being of the citizens of both cities.”

The areas of cooperation covered by the agreement include training and exchange actions in urban development and metropolitan planning; management and treatment of public spaces and green areas; smart cities, tourism and innovation; and cultural, sports or educational initiatives related to youth and women.
