The first protocol between Barcelona City Council, the Commune Urbaine de Tétouan and the Urban Agency of Tetouan was signed in 2004 and was renewed on 13th December 2006, with the aim of collaborating in the rehabilitation of five squares and the adjacent streets of the historic nucleus of Tetouan, declared Universal Heritage of Humanity by UNESCO.
Barcelona has also provided support in carrying out the Urban Development Plan of Tetouan by participating in technical missions, organised by MedCités, and the programme "Art Gold" of the PNUD, with the participation of the departments of Urban Habitat and Barcelona Activa.
In 2014, Barcelona and Tetouan renewed the protocol of friendship and cooperation, for four years more, with the aim to provide continuity to the cooperation between the two cities for the implementation of the projects identified in the Urban Development of Tetouan.
On April 26, 2019, both cities signed a new four-year memorandum of understanding in Barcelona that covers various areas, such as public space management, mobility and accessibility, strengthening civil society, cultural and education cooperation, and promotion of social and solidarity economy.
