Taxation of the tourism sector and its contribution to the residents
Taxation is a key tool for encouraging more responsible and sustainable tourism activities, while discouraging those with more negative effects.
By implementing specific fees and taxes in certain cases, a more equitable distribution of the benefits provided by the tourism sector can be achieved for the entire population, while also ensuring economic and social sustainability.
Tourism-related taxation is the third largest source of revenue for Barcelona City Council, with an expected collection of €100 million for 2024. The key factor is to view the tourist as a temporary resident of Barcelona, makes specific use of and consumes municipal services, and therefore should contribute to the costs associated with their presence.
Currently, there is the Tax on stays in tourist establishments (IEET), a tax imposed by the Government of Catalonia, as well as the municipal surcharge from Barcelona City Council, which is added to the IEET base. The City Council will create the Re-Ciutat fund, using part of the revenue from the surcharge, which will be allocated to direct actions aimed at improving the daily life of Barcelona’s residents.
