Why has this participatory and collaborative channel created been created?
To strengthen the municipal public sector’s integrity
The mailbox has been created with the aim of strengthening integrity and encouraging a culture of ethics and regulatory compliance not just among municipal bodies and organisations but also among the staff in their service, including elected representatives.
As a means of preventing and detecting irregularities
This is a secure and bi-directional channel that promotes collaboration between the municipal authorities and individuals through participation to cultivate integrity in public management and protect general interests through the prevention and detection of irregular forms of conduct contrary to the legal order and ethical behavioural guidelines.
To guarantee the confidentiality of the communications and the indemnity of the whistleblower
The mailbox guarantees confidentiality at all times. The individual making the communication is entitled to effective protection of their identity, a full guarantee of anonymity in the digital environment (where they opt to act anonymously) and occupational integrity. In addition, if that communication refers to actions or omissions that may constitute serious or very serious criminal or administrative offences or to breaches of European Union Law and fall within the scope of application of Act 2/2023 governing the protection of whistleblowers and the fight against corruption (Articles 2 and 3), whistleblowers may likewise have the protection provided for in that act where all its other established requirements are met.
