Analysis Services Department
The Analysis Services Department is one of the pieces making up Barcelona City Council’s integrity framework. Its head is responsible for the internal information system. Its system, guarantees and obligations are set out in the Ethics and Good Governance Mailbox’s Regulatory Rules and in Act 2/ 2023, 2023 February, governing the protection of whistleblowers and the fight against corruption.
The Analysis Services Department acts independently from the municipal structure, without being subject to receiving hierarchical orders that determine its actions, by analysing and investigating possible cases of malpractice and irregular behaviour from the municipal authority and its public sector, giving priority to the preventive perspective. It is the Ethics and Good Governance Mailbox’s managerial body and ensures that individuals and the Corporation’s public servants can report possible forms of behaviour contrary to law and the principles of good administration in confidence and without such individuals being subject to any detriment. It must provide due protection to officials and all other public servants at the corporation in the process of verifying the facts.
The Analysis Services Department and individuals attached to the service are career civil servants who have been selected through selection processes based on the principles of merit, capacity, equality, transparency, competition and advertising. They are all under an obligation of confidentiality and secrecy.
The Analysis Services Department answers the Municipal Council through the Activities Report.
The Analysis Services Department is also the legal support body and technical secretary’s office of the City Council’s Ethics Committee, which it collaborates with in every aspect relating to the implementation of the provisions of the City Council’s Code of Ethics and Conduct in the municipal organisation.
