Management of Feminism, Gender Transversality and LGTBI services
The Directorate for Feminism, Gender Transversality and LGBTI Services, part of the Fifth Deputy Mayor’s Office for Social Rights, Economic Promotion, Work, Feminism and Democratic Memory, drives municipal policies with a feminist, inclusive and cross-cutting perspective. This perspective is applied across the board in all municipal areas and districts to guarantee the rights of women and LGBTI people and to advance towards a fairer and more equal city, free of discrimination.
The goal of the directorate is to transform the structural causes of gender inequality and sexism, and to guarantee equal opportunities in all areas of daily life, such as health, education, leisure, culture, sport and work.
Feminist policies are set out in four large areas of work:
- Promotion of women’s rights: Development of municipal feminist policies that guarantee access to rights and public services all through life. Notable actions include the Technical Secretariat of the Municipal Women’s Council, the institutional campaign for 8M and singular projects such as Feminist Conversations, non-sexist stories, and so on.
- Prevention and response to gender violence: Roll-out of strategies to make Barcelona a safe feminist city that promotes rights. This includes the management of specialised services such as Women’s Support and Information Points (PIADs), the Plural - Masculinities Centre, the Municipal Anti-Human Trafficking Unit (UTEH) and the Socio-Educational Support Service, as well as the purple point programme, the “We won’t keep quiet” protocol and the campaign for 25N, International Day for the Elimination of Violence Against Women.
- Gender Mainstreaming: Guaranteeing that the gender perspective is included in all municipal action through the network of gender mainstreaming units (UTGs), present in all areas and districts of the City Council. This network is coordinated with various regulatory instruments such as the Gender Equity Regulation and the Gender Justice Plan, and complemented with the drafting of gender impact reports and training for the municipal structure as a whole.
- Use of time: Promotion of a city model that recognises the value of time and fosters more equal, sustainable, healthy and efficient social organisation. From a feminist perspective, time policies drive action to reduce time poverty, improve work-life balance and promote labour and everyday environments that are fairer, more inclusive and respectful towards the diversity of rhythms and people’s needs.
