Strategic lines
Strategic plans and action programmes are the tools that turn political priorities into specific public policy goals and actions.
Within the framework of Barcelona City Council’s feminist policies, the plans and programmes that currently guide municipal action in gender mainstreaming are the following:

Passed at the Municipal Council plenary session on 29 September 2021, this plan is the roadmap for eliminating gender inequalities in the city. It defines the City Council’s equity priorities and goals and organises the mainstreaming of the gender perspective in all municipal policies.
When its implementation period is over (2025), a final assessment will be conducted and a new plan developed.Further information:

This government measure is promoting a new social organisation of care-based co-responsibility and the guarantee of rights. It is based on the recognition that care sustains life and that these responsibilities currently fall disproportionately to women. The document defines the city’s strategy for addressing vulnerability, invisibility and inequality in accessing and exercising the right to care.

The Regulations for Gender Equity (REG) were passed at the Municipal Council plenary session on 21 December 2018, in implementation of Article 6.1 d) of Act 17/2015, of 21 July, on the effective equality of women and men. This law assigns local institutions the function of ‘creating and adapting the mechanisms needed to include the mainstreaming of the gender perspective in their political initiatives’.
These regulations are a key tool for combining, updating and enhancing existing international, Spanish, Catalan and local regulations to provide legal certainty in municipal initiatives on gender matters.The regulations
- Establish the governing principles for the government and management bodies of the City Council and municipal services.
- List the mechanisms for integrating the gender perspective into public policies.
- Define a specific organisational structure to implement gender mainstreaming throughout the municipal public sector, with two key factors:
- The body responsible for implementing gender mainstreaming (Article 20).
- Gender Mainstreaming Units (Article 21), linked to each municipal directorate or area.

How the gender perspective can be taken into account in municipal regulations
Including gender goals in municipal regulations is essential in order to guarantee real, effective equality in areas under the City Council’s remit. This inclusion also contributes to fulfilment of its international commitments and the construction of fairer, more cohesive and more sustainable communities that reflect the needs and aspirations of all city residents.
Gender impact reports are Barcelona City Council’s main mechanisms for including this perspective.
Reports on the gender impact of municipal regulations
They are preliminary (ex-ante) assessment instruments that make it possible to analyse whether the proposed regulations take gender differences into account and whether they reduce or perpetuate inequalities between women and men.
Objectives:
- Analyse the possible effects of budgetary and tax planning instruments or regulations on women and men before implementation.
- Ensure that the proposed measures do not have direct or indirect discriminatory effects.
- To propose remedies if inequalities or negative impacts are detected.
