_{(*)the Analysis Services Department's report for the financial year 2016-2017 was not presented to the Municipal Council despite the Mailbox's Regulatory Rules’ approval in January 2017 (and full implementation), as it was included in the activities report of the Office for Transparency and Good Practices which had neither the obligation for accountability before that body nor the recognised functional independence from the rest of the municipal organisational structure. This inclusion was due to the fact that (the year that the Mailbox went into operation) the Analysis Department remained vacant in 2017 for almost 7 months (since May, when the previous director of Analysis was appointed director of the OTPB until the new head was incorporated at the start of December of that year)}
