Barcelona City Council is promoting socially responsible procurement, by including the goals of social justice, environmental sustainability, innovation and a code of ethics in municipal public procurement. It has accordingly published a Social Public Procurement Guide, an Environmental Public Procurement Guide, and the Innovative Public Procurement Guide, all applicable to the public procurement generated by Barcelona City Council.

Using electronic media in public procurement is crucial if we are to speed up procedures, ensure the transparency of initiatives and enable small enterprises to take part.

Article 28.4 of the Spanish Public Sector Contracts Law (LCSP) mandates that public sector entities plan their public procurement activities for a given budget year or multi-year periods by publishing their Procurement Plan in advance on their contracting authority profile. This plan must include, at a minimum, contracts subject to harmonized regulation. The Statistical reports on Barcelona City Council's public procurement, in addition to helping to ensure maximum transparency over public procurement, provide an overview which is necessary for procurement planning. It can therefore not only influence the usual important aspects such as economic efficiency, but also provide a boost to the social and environmental efficiency of the economic investment applied to the procurement, which is one of the cornerstones of current municipal policy.
