Social Public Procurement Guide

Barcelona City Council is pushing ahead with a socially responsible public procurement that incorporates social-justice goals and promotes the social and employment rights of the individuals who execute its contracts.

This guide spells out social measures for promoting the execution of contracts following a business model based on decent salaries and stable employment contracts with a code of ethical behaviour, where gender equality and employment access for individuals that have difficulties securing jobs are a priority in the recruitment process.

These measures, moreover, need to help with promoting a cooperative, social and solidarity economy with special protection for small and medium-sized enterprises.

Social Public Procurement Guide

Barcelona City Council has been affiliated to the Electronics Watch project since February 2016. This project was created in the Netherlands through the collaboration of several NGOs. Its main goal, when it comes to purchasing electronics products, is to improve the employment conditions of workers at these goods’ production factories. The project is devised, then, as a tool for ensuring production and consumption are more sustainable and purchasers more responsible within the industrial manufacturing chain.
