Gender equality clauses multiplied by fifteen in municipal public contracts

The third monitoring report on implementation and compliance with the City Council’s Gender Equity Regulation (REG) shows that the number of equality clauses included in public contracts has risen from 44 (in 2017) to 658 (in 2021). The most common clauses refer to providers having gender equality plans, inclusive communication and measures to combat sexual and gender harassment.

The report also shows that 94.9% of the municipal budget has now been analysed from a gender perspective (rising from 15% in 2017). In terms of participation, 69.2% of participatory processes carried out in 2021 directly addressed women’s organisations or included features to promote participation, in contrast to the 3% recorded in 2017.

In terms of planning, approval has been given to the second Gender Justice Plan 2021-2025, drafted in 2021 to set out a strategic roadmap for municipal gender equality policies in the next four years. In all, 64 municipal bodies and 280 people representing women’s organisations, feminist groups or individuals were involved.

Thanks to this regulation, the main regulatory tool in the rollout of gender mainstreaming in City Council policies and action, there is also a reference figure for gender mainstreaming in all areas, districts and autonomous bodies, municipal companies and public business organisations.
