Cultural rights, in all three dimensions —access, participation and contribution— are an essential part of human dignity and a key factor in equality and social development. This is why public institutions have the legal obligation to guarantee women’s culture rights under equal conditions.
How the gender perspective can be taken into account in culture
Incorporating the gender perspective into culture entails taking a critical and transformative look at the practices, content and structures of the cultural sector, including by:
- Avoiding the perpetuation of gender stereotypes and androcentric representations in cultural creations.
- Facilitating and promoting female-created works through specific awareness-raising and support policies.
- Promoting works that reflect women’s ethnic, cultural, ability and sexual diversity by bringing visibility to groups that are often under-represented.
- Guaranteeing equity in the representation of women on artistic and cultural consulting bodies, panels and technical, scientific and decision-making teams.
- Recognising and promoting diverse cultures, while ensuring that women’s contributions are not overlooked or undervalued.
Faced with these challenges, Barcelona City Council has made a clear commitment to cultural policies with the gender perspective. One key example is the Barcelona Institute of Culture’s (ICUB) ‘Gender and Museums’ programme which seeks to incorporate the gender perspective into the management, programming and narratives of the city’s museums.
