Regulating tourist accommodation is crucial for protecting the right to housing and promoting sustainable tourism. The review of the Special urban development plan for tourist accommodation (PEUAT) will maintain the goals of reducing tourist pressure and promoting the diversification of activities to ensure the well-being of residents.
In light of the growth in tourist accommodation, the Government of Catalonia approved the urgent measures decree in 2023 regarding the urban planning regime for tourist flats. This decree law designates Barcelona as an area of high residential market pressure.
In this context, the City Council will not renew the 10,000 tourist flat licences that expire in 2028, a move that will facilitate access for residents to long-term and stable rental housing. Tourist accommodation is concentrated in the districts of Eixample, Ciutat Vella, and Sant Martí, areas that already have a local population density higher than the average.
