The Sustainable Public Procurement Objectives Plan for 2023 (SPPO Plan for 2023), proposed by the Sustainable Public Procurement Commission, consolidates and updates the catalogue of existing social, environmental and innovation measures, while suggesting annual compliance objectives relating to sustainable public procurement, including social, environmental and innovation considerations in the regular public procurement carried out by Barcelona City Council and its various public sector entities.
This year will see the SPPO Plan putting into practice an increasingly ponderable and verifiable model for establishing objectives, setting out 20 general objectives in a single unified list, linking the target to be achieved throughout 2023 with the current level of achievement.
The most notable objectives include the following:
- Implementing and carrying out a pilot test of a computer model for monitoring contractual performance.
- Fostering and boosting reserved procurement, in the light of the new Municipal Instruction approved in 2022.
- Hiring at least 110 people by means of the social clause on Incorporating individuals from groups at risk of exclusion, by increasing not just the percentages of individuals with a disability but also comprehensively the percentage of women recruited from these groups, through the Barcelona Activa’s social clauses advice service.
- Increasing the number of existing equality clauses incorporated into municipal contracts, as well as implementing the Technical instruction for applying gender criteria to contracts whose subject matter is the design and management of municipally owned facilities, as approved by the Government Commission this April 2023.
- Increasing the number of districts, manager’s offices and entities within the Municipal Group that incorporate clauses relating to interculturality derived from the municipal instruction approved in 2022 to that end.
- Replying to all the queries on procurement within a period of under 10 working days.
- Revising the Barcelona City Council Group Procurement Plan for 2023 to identify the priority specifications to be greened.
The annexes to the SPPO Plan for 2023, on the other hand, include updated lists of social, environmental and innovative measures making up the catalogue of sustainable public procurement measures at the disposal of the entire organisation for application in the design and definition of public contracts that are put out to tender by the Municipal Group.
The SPPO Plan for 2023 concludes with an annexe showing a quantified level of achievement of the objectives set out in the previous year’s plan (for 2022), which reached 74.38% of compliance with its general objectives.
