Sustainable Public Procurement continues its upward trend

Public Procurement. The data correspond to the tenders published by Barcelona City Council’s Municipal Group during 2020.

Over 92% of the tendered contracts incorporate sustainable public procurement measures

The 2020 Sustainable Public Procurement Report, the study that compiles the data on incorporating social, environmental and innovation clauses in the tenders of the entire Municipal Group, was recently published.

It is the second year running that the scope of the report has included all the Municipal Group’s bodies and entities, allowing for the first time a uniform comparison to be made and providing an overview of the evolution of the implementation of this aspect of the so-called public procurement strategy.

Despite the exceptional context due to the COVID-19 pandemic, the indicators presented show a very positive global evolution, confirming that we are on the right lines. Notable among the conclusions are:

  • 100% of the City Council Group’s bodies and entities regularly incorporate sustainable public procurement measures in their tenders.
  • For the first time, it has been possible to make a comprehensive comparison between the contracts of all the dependent entities, with a significant progression observed with respect to 2019.
  • Over 92% of the tendered contracts incorporate sustainable public procurement measures to some degree, at 4 points higher that the figure for 2019.
  • Over 98% of the award amount of the tenders studied corresponds to contracts with social, environmental and Innovation measures (SAI), up 2% on 2019.
  • The comparative report confirmed the upward trend observed in 2019, with a clear increment in the inclusion of SAI measures, both on the part of Barcelona City Council (+5.51%) and on the part of the set of entities in the Municipal Group (5.42% average).
